Of the chain steakhouses (Outback, Lone Star, Longhorn), I like the food preparation the best at Longhorn. The steaks have the best flavor, and they understand that cooking is a continuum with more stops than medium rare, medium, and well done.
The table service, however, can range from really good to absolutely horrid. The host/hostess stand is universally bad. It suffers from teenagers with attitude who don’t understand customer service and have a complete inability to tell time.
This restaurant, more than any other, causes me to wish for multiple rating criteria for food-plan. I like the food for what it is, but the service is so bad that I will not be going back to the Germantown location except under extreme duress at off-peak hours. Thus, I’d give it a 6 or 7 for food and a 1 or 2 for service.

I haven’t actually eaten here becuase each time I’ve tried, they keep “losing” the table request and so we invariably end up walking across the parking lot to red robin or jasper’s. I don’t intend to remedy this situation, due to abysmal service.
